Singapore's Registry of Marriages is currently at 8 Raffles Avenue, The Esplanade Mall, #03-03/04, Singapore 039802. ROM moved from Canning Rise to Level 3 of Esplanade Mall on 14 April 2025 while the Canning Rise site is redeveloped. MSF says ROM and ROMM are expected to return to Canning Rise in 2029.

If you book an onsite ROM solemnisation, the room can hold up to 20 people in total, including the couple and two witnesses. How do you book a ceremony at ROM Esplanade?

You do not book the room by calling Esplanade. Select an onsite solemnisation slot as part of your civil marriage application through the Our Marriage Journey portal.

The core timing is:

  • Submit the marriage application at least 21 days before solemnisation.
  • Applications may be submitted up to six months in advance.
  • The application expires six months after submission.
  • The fee is currently S$42 if at least one party is a Singapore Citizen or Permanent Resident, or S$380 if both are foreigners.
  • Onsite ROM slots are subject to availability and booked first-come-first-served.

Once the application is submitted, use the OMJ dashboard as the source of truth for your date, time, declaration appointment, documents and any changes.

Who counts towards the 20-person capacity?

ROM's published limit is 20 persons including the groom, bride and two witnesses. That leaves space for up to 16 other people if no other attendees need to be counted.

Do not promise all 16 spots before checking your dashboard instructions. Ask ROM whether a photographer, videographer, interpreter, caregiver or child counts towards the current room limit for your booking.

A practical guest list might be:

  • witnesses: 2
  • parents: 4
  • siblings or grandparents: 6–8
  • photographer: 1
  • a few close friends: remaining capacity

Getting to ROM at Esplanade Mall

By MRT

The simplest station is Esplanade MRT (CC3). Esplanade's official visitor guide estimates about 7–10 minutes from Exit D. City Hall MRT is another option, with a roughly 10–15 minute sheltered walk via CityLink Mall.

Leave buffer time even if the route looks short. Formal shoes, elderly guests, lift queues and finding Level 3 can turn a quick walk into a rushed arrival.

By taxi or private-hire car

Esplanade lists a taxi stand at Esplanade Mall, 8 Raffles Avenue. Tell guests to use the mall-side arrival point and share the full #03-03/04 unit in the group chat.

By car

What time should you arrive?

Aim for the couple to reach Esplanade Mall 30–45 minutes before the time stated in your booking instructions, unless ROM tells you otherwise. Ask guests to arrive around 15 minutes before the reporting time.

An onsite ROM ceremony is designed to be simple and efficient. ROM provides the solemniser and standard room setup. The legal ceremony normally includes identity checks, the required declarations, the solemniser's pronouncement and signing.

Keep expectations realistic: this is not a private hotel ballroom. You may have another couple before or after your slot, so organise family photos efficiently and move longer celebrations to a meal or photo walk afterwards.

The big advantages are straightforward logistics, a central location, a solemniser provided by ROM and no separate venue package to negotiate.

Can you decorate the ROM room?

Do not order an arch, aisle installation or signing-table styling for the official ROM room unless ROM explicitly confirms it is allowed. The official rooms come with a standard setup, and personal decoration is not generally permitted.

ROM permits photo and video inside its onsite solemnisation room. Keep equipment compact and ask your photographer to work within staff instructions and the next booking's timing.

After the ceremony, the Esplanade area gives you several easy backdrops without booking another venue:
